In a context marked by increasing social demands, regarding ethics, responsibility, and rationality in public administration, internal auditing has emerged as an essential instrument of governance. The research was developed using a qualitative approach, with a review of the literature, using classical and current theoretical sources, as well as normative documents from official bodies such as the Federal Court of Auditors (TCU), the Office of the Comptroller General (CGU), and the Institute of Internal Auditors (IIA). The results indicate that internal auditing contributes to strengthening internal control, preventing fraud, making efficient use of public resources, and promoting accountability. It is also important to highlight the importance of ensuring the functional independence of auditing, investing in the ongoing training of auditors, adopting advanced technologies, and fostering an institutional culture based on integrity and transparency. As a limitation, the study did not rely on empirical data or case studies, focusing instead on theoretical analysis. It is recommended that future research investigate the practical performance of internal auditing in specific public bodies, exploring the use of technologies and the impact on organizational culture. To achieve this goal, a bibliographic study with informal interviews was adopted, which allowed, through research in books, articles and government websites, to identify how Strategic Planning is important in the public sphere. The results demonstrated that, in general, strategic planning plays a fundamental role in the municipal public sector. Furthermore, it helped in the internal and external analysis of the Department, allowing to highlight the deficiencies, qualities and opportunities. The objective of the managerialist model, promoted by the reforms of the FHC government, was to modernize the State, making it more efficient and focused on results. People management is crucial in this situation, requiring a strategic approach to ensure that civil servants are aligned with institutional objectives. The five main conjuncture discussed are working conditions, which ensure a productive environment; performance and competency assessment, which guides the alignment of activities; motivation, which is fundamental for employee engagement; training and staff development, which ensures that employees are always up to date; and emotional intelligence, which helps to create a positive work environment. This knowledge is often lost or not shared, simply because the need to implement knowledge management is not understood. In front of this, between understanding the importance and pursuit of this science, this work presents a Systematic Literature Re- view (SLR) to identify approaches, definitions and concepts on knowledge manage- ment in Public Administration. This study is based on periodicals, in the Capes/MEC and ANPAD SPELL databases. Using these research sources, two stages of article selection were carried out: identifying the initial studies totaling 11,782 articles, which resulted in 621 articles being included; and subsequently excluding studies based on title, abstract and keywords, leaving 47 articles. The results of the data analysis indi- cated that there is an understanding of the importance of knowledge management; however, public managers need to understand and implement this methodology in their organizations. In the midst of this period, the world faced the Covid-19 pandemic, which made these accounting analyses even more relevant. The study, of a quantitative nature, employed the statistical method of horizontal accounting analysis using publicly available accounting data from the institute. This allowed for the assessment and quantification of the impact of the Covid-19 pandemic on assets and liabilities, considering the situations before, during, and after the event. The study utilized the horizontal analysis method, which compares financial data across different periods to identify changes and trends, thereby revealing growth or decline in assets and liabilities. Among the study's objectives was a specific focus on accounting evolution, considering the challenges posed by the pandemic and previous revenue constraints. Notably, there was an abrupt decrease of -7.90% in current assets during the pandemic period from 2019 to 2020. Additionally, non-current assets showed gradual growth, ranging from 1.41% (2017-2018) to 74.14% (2021-2022). Regarding the evolution of liability accounting, current liabilities exhibited a significant variation—from 610.73% (2017-2018) to 14.56% (2021-2022). Non-current liabilities, although showing no variation between 2017 and 2018 (0.00%), experienced a considerable decrease of -92.19% from 2021 to 2022. The data analysis confirmed that the Federal Institute of Alagoas (IF-AL), despite the challenges posed by the pandemic, achieved satisfactory results in its assets and liabilities during different study periods.Item Orçamento participativo como ferramenta de atuação social na construção de políticas públicas: análise do Programa Participa Maceió(2024-08-22) Ventura, Breno Marques; Antunes, Verônica Nascimento Brito; http://lattes.cnpq.br/4398250179191454; Macêdo, Dartagnan Ferreira de; http://lattes.cnpq.br/2025788330054193; Gatto, Deivdson Brito; http://lattes.cnpq.br/5809448707839925Participatory Budgeting is a mechanism that aims to involve citizens in the process of allocating resources and making government decisions, with the aim of increasing the transparency, accountability, and legitimacy of public policies. This work investigates the effectiveness of Participatory Budgeting to understand its impact on social engagement and the construction of more inclusive and representative public policies as a tool for social engagement, through the analysis of the "Participa Maceió" program implemented in 2023. Data collection included analysis of documents related to the "Participa Maceió" Program, as well as the main basis the "Consolidated Report of Public Hearings for the Preparation of the 2023 Budget Law". The research investigates how the program influenced citizen participation, the representativeness of the social groups involved, and the inclusion of civil society demands in public policies. Finally, this work contributes to a deeper understanding of the role of the Participatory Budget as a citizen empowerment strategy and how it can be improved to ensure a broader and more effective representation of the population's interests. During the analysis, it can be seen that the application of resources was divergent from what was requested by the population, with essential, relevant and moderate demands being basic needs such as education, health, social assistance, construction, transportation, security, and what is being applied are resources destined for the urban planning area in most Administrative Regions - RA. The objective of this study was to promote social inclusion in public education in the city of Santana do Mundaú, aiming to highlight the problem with students with physical and mental disabilities. Iti was necessary to research whether the school administration is able to meet all the rights of people with disabilities, due to the increase in students with disabilities taking part in school life, sharing the same classroom space with other children and adolescents of the same age group, the interested in conducting this research. Three research sources were used for its preparation: bibliography, electronic sources, and field research.. Data collection will be through unstructured interviews and observation. This article seeks, through exploratory research, to analyze the impacts caused in the strategic planning of the state school in the municipality of Ibateguara, in the state of Alagoas. The methodology to be used will be a semi-structured interview with a qualitative analysis, and also the verification of minutes of the students' final results through quantitative analysis. It is worth highlighting the importance of an analysis of the difficulties that were encountered through the plans prepared, as well as the methods used to try to resolve them, and how education was affected or not due to this. It is also known that crime is not a recent phenomenon, requiring efficient and effective planning on the part of public sector managers. Public Security, it is important to move away from the bureaucratic model to manage public affairs, integrating all actors and institutions that seek to provide a better service to society. The objective of this study is to evaluate the Management of the Public Security Secretariat of the State of Alagoas (SSP AL) in the period from 2021 to 2023 with a focus on reducing Lethal and Intentional Violent Crimes (CVLI's) in the municipality of Maceió- Alagoas. To meet the objectives of this study, bibliographical and documentary research was carried out, using books, articles, reports and statistical data from the Criminal Statistics and Analysis Center of the Public Security Secretariat of Alagoas (NEAC/SSP-AL), and the Yearbooks Brazilian Public Security System, as well as the application of a questionnaire answered by 56 (fifty-six) permanent employees who are members of the various institutions that make up the local Unified Public Security System. The research adopts a qualitative approach through a case study, allowing for an in-depth analysis of the practical experiences provided by the program and its impacts on the academic and professional development of participants. The literature review and document analysis contextualize the importance of internships, particularly in light of Law No. 11.788/2008. The study reveals that the program not only enhances students' competencies but also serves as essential financial support, highlighting the need for public policies that ensure meaningful internship experiences and effective communication about these opportunities. Despite the positive results of the Pontapé Program, the identified criticisms offer valuable opportunities for improvement. Addressing expectations for implementation, increasing outreach, and reviewing the workload can enhance the benefits and enrich the participants' experience. Feedback from interns is crucial for the program's evolution, ensuring that it meets their needs and contributes to their professional development. Furthermore, the curricular internship not only promotes the acquisition of practical skills but also fosters a critical perspective on public service. This experience enables students to understand organizational structures and the social implications of their actions, preparing them to be agents of change in their communities and contributing to a more efficient and ethical public administration. The objective of this research was to analyze the factors that influence the motivation and satisfaction of public servants of the municipality. Some of the steps to achieve the objectives were to identify the factors that influence the motivation of public servants in the municipality, identify the factors that influence the satisfaction of public servants in the municipality, verify how the motivation of public servants of the municipality occurs, and identify the levels of satisfaction of public servants in the municipality. Therefore, the questionnaire was used as a data collection method, through case studies in order to know how the motivation in the public service occurs. From the data analysis it was possible to realize the importance of motivation in the work of public servants of the Municipal Health Secretariat. Thus, motivation is a challenge for public managers, since having motivated employees is often limited, because No one can motivate anyone. Finally, through a study and the theoretical sources presented, it was possible to understand how the motivational process is important for the satisfaction of public servants in the Municipal Health Department of São José da Laje, since motivated people produce more and work more efficiently. Thus, it has become clear that over the years it is challenging to keep employees motivated as changes are needed to adapt to the new reality. The general objective of this work is to analyze the performance of municipal environmental public management bodies in the APA Serra dos Frios in the Municipality of União dos Palmares - AL. As a methodological strategy, a qualitative and descriptive approach was used, the instruments used were: Bibliographic survey and visit to the municipal secretary of the environment to apply a questionnaire with its leader. Until the 2018 elections, we have 34 years and 225 days, and in this period Brazil was governed by 4 Presidents and 3 Vice-Presidents. With these, there were 4 parties in power, of the 34 currently existing, they were: Partido do Movimento Democrático Brasileiro (PMDB), for 10 years and 58 days; Partido da Reconstrução Nacional (PRN), for 2 years and 289 days; Partido da Social Democracia Brasileira (PSDB), for 8 years and Partido Trabalhista (PT), for 13 years and 243 days. These parties are among the 7 with the most members. Our research encompasses this reality and has as its object of study the relationship between these same parties in electoral dispute and the State/Government projects that are at stake. Added to this, the current importance of the media and the use made in 2018 of social networks, their unconventional reach and effectiveness, interacting political, political and people agenda in their high-reaching populist mix. At this level of care, to provide a set of health promotion, disease prevention, diagnosis, treatment and rehabilitation, collective activities play a fundamental role, as they consolidate the construction of the care network and influence popular participation in health promotion. Thus, the present study aimed to describe the public health services of primary care in the city of Pilar-AL. It also sought to identify the perception of employees regarding the quality of the public health service offered. For this, it adopted a qualitative approach, with a descriptive character, having as a procedure a case study in a unit of the Family Health Strategy of the municipality. With the data analysis it was possible to bring discussions and understandings about the principles offered in the Primary Health Care network in the city of Pilar; present the perception of the servers through the quality of services, and point out the positive and negative aspects of the services offered in the unit. Thus, as a suggestion for future studies, the replication of the research in other units in order to highlight the reality of the municipality as a whole. Military police training is even more specific than training acquired in any other area, having its own very specific practical and theoretical disciplines. The action of the police officer, of the public security operator, is directly linked to his preparation, being, therefore, taught to act in the most extreme situations, to maintain emotional balance and, above all, to respect life, making the correct application of the laws. In this way, public security agents receive instructions with the intention of improving performance standards through robust and consolidated training, in which mistakes and abuses are minimized in the future. The guiding question of the present study was to detect the perception of the military police of the State of Alagoas about standardized professional training. From which secondary issues were addressed, such as: the history of military education in Brazil and Alagoas; the military police according to the Federal Constitution of 1988 and the typical activities of the military police – approach, self-defense and isolation of the crime scene; the Basic Organization Law of the Military Police of Alagoas – Law n.º 6,230, of April 19, 2001 – expose the issue of military education of the Military Police of the State of Alagoas; what the National Guidelines say about military education; how is the reality of the formation of the military police of Alagoas. It will also be seen the explanation of a part of the Decree of the State of Alagoas n° 33376/89, the principle of legal reserve and the perception of the military police on the execution of ostensive policing. Starting from the postulate that it is necessary to consider that the layout of the physical space somehow represents the position of the bicycle in the social space. In order to understand this disposition, both the political-institutional history will be taken into account, also considering the installed infrastructure, as well as moral and emotional aspects, which influence the understandings that determine the material and behavioral disposition of the social world. The work demonstrates that the establishment of new bike lanes/lanes, the increase in cyclists and campaigns to encourage the use of bicycles have required a change in the pattern of behavior during displacements. Such change does not happen in a harmonious way, because both in the streets and in public institutions there is a conflicting scenario. This study identified the level of satisfaction in the Quality of Life at Work of public servants of the State Department of Transit of Alagoas – DETRAN-AL, based on the principle that it has as its main focus to establish conditions for co-Laborators carry out their activities in a stimulating and healthy environment, in order to obtain good results, through increased productivity on the part of employees. For this, the research is characterized as quantitative, exploratory and bibliographical, for data collection, questionnaires were applied through Google Forms, based on the model developed by Timosse et al.(2009), with the requirements of Walton (1973). The results show that since the implementation of the Quality of Life at Work Headship, activities are related to the recognition of the server, with activities related to physical and mental health, offering courses and training, among other activities. The profile of respondents with a predominance of females, aged between 36 and 45 years, civil servants, with more than 16 years of institution and with specialization level education. In the context of identifying the variables that cause the highest level of dissatisfaction, they are: salary, Plan of Positions and Careers, Classes and Levels, working hours, training offer and incentives for continuing education, these being the ones that deserve the most attention of the institution to promote improvements, in general most of the requirements were evaluated as satisfactory, with emphasis on the journey and workload, offer of technology, resources and equipment, physical environment, performance with the tasks and its varieties, autonomy, use of potential, feedback, and interpersonal relationships, management style, freedom of expression and respect for workers' rights, pride in the work and in the institution, availability of time for social activities, and motivation. The servers also find it necessary to implement the institution's health and safety program, as well as the development of various activities in the QWL segment, they know the actions carried out by the institution and it is necessary to increase the number of participants in the actions carried out. Proposals were presented to improve the points of dissatisfaction with the institution, and the present study was preliminary, allowing the opening for the development of further studies to expand the understanding between work relationships and quality of life.
