In this context, the concepts of the five dimensions of the competency scale, organizational commitment, and job satisfaction of civil servants were studied, as well as the relationships among these constructs. From a structural model based on the literature, a survey was carried out, by means of a questionnaire, with 463 civil servants, aiming at collecting data to measure and analyze the constructs and the relationships among them. To evaluate the measurement model, a confirmatory composite analysis was performed. Then, the structural equation modeling technique with partial least squares estimation (PLS-SEM) was used to analyze the structural model. The results showed that the ethical competence construct tends to have a direct positive influence on the organizational commitment construct, and tends to indirectly influence job satisfaction among civil servants. On the other hand, it was perceived that the constructs self-competence, team competence, change competence and communication competence did not have an impact on the organizational commitment of civil servants, nor on their job satisfaction. It is concluded, therefore, that the development of civil servants’ ethical competence will probably result in an increase in their organizational commitment and, indirectly, this will positively affect their job satisfaction.
