    A terceirização na administração pública: vantagens e desvantagens da terceirização na Prefeitura de União dos Palmares-AL

    This work offers a study on the advantages and disadvantages of outsourcing in the Municipality of União dos Palmares/AL, focusing on the administrative management technique, in which the non-essential activities of an organization are transferred to a company specialized in providing the service. Thus, the proposal for this work came from the concern to understand how this process works within public administration in the municipality. Its purpose is to present the legal basis for outsourcing in public organizations, as well as the laws that support these contracts so that the Administration is exempt from the material performance of executive activities, resorting, whenever possible, to indirect execution, through a contract, preceded by , as a rule, through public bidding. In this way, we present the positive points arising from outsourcing in public authorities, more precisely in the city hall of União dos Palmares. Therefore, when outsourcing instrumental activities, the Administration is responsible for inspecting and monitoring not only the material execution of the service, but also the contracted company's compliance with the labor and social security rights of the employees involved in the said contract. Thus, it was observed that the outsourcing process at the Municipality of União dos Palmares takes place in a unified manner, but establishes deadlines based on the time of each contract for the execution of the various services. In this sense, it is concluded that the Municipality of União dos Palmares adopts criteria in its outsourcing within the Law, and as part of this process there are advantages and disadvantages, whether for the employer, in this case the city hall, or for the outsourced party.

    Solid waste management has become one of the main socio-environmental challenges faced by Brazilian municipalities, especially when associated with the socio-productive inclusion of waste pickers. In this context, waste picker associations play a strategic role in promoting selective collection, circular economy, and urban sustainability. The experience of the Association of Recyclable Material Collectors of União dos Palmares (ACMAR) demonstrates how local practices can strengthen shared waste management and generate positive social and environmental impacts. This study is justified by the social, environmental, and economic relevance of ACMAR’s performance, particularly in a scenario marked by weaknesses in municipal public policies for solid waste management. The general objective of this study was to analyze the experience of ACMAR based on the principles of selective collection, solidarity economy, reverse logistics, and shared management. The specific objectives were to identify the social and environmental impacts generated by the association and to discuss the challenges and potential of its performance in the territory. The methodology is characterized as a qualitative, exploratory, and descriptive study, based on documentary analysis. Reports, operational spreadsheets, internal records, and documents produced by Geography scholarship students from UNEAL between 2023 and 2024 were analyzed. Data interpretation was conducted through systematic reading, thematic categorization, and dialogue with the theoretical framework. The results indicate that ACMAR plays a relevant role in valuing waste as an economic resource, generating income for waste pickers, and reducing environmental impacts. It is concluded that, despite structural limitations and still incipient institutional support, the association represents an alternative, socially fair, and environmentally responsible model of solid waste management.
