The temporary contracts are one of the key points for the maintenance of this goal and thus their management is essential for internal control in order to deal with audits from inspection agencies. The objective of this work is to computerize the management process of temporary contracts, in order to improve the execution of administrative services, which are interpreted as a concentration point of several deadlocks, susceptible to improvement and corrections through the use of business process modeling and that through the use of an information system it is possible to automate the process from the analysis of the current model (AS-IS) and the implementation of a proposed model (TO-BE). A systematic literature review was developed about the management of temporary contracts based on the use of business process modeling (BPM), focused on people management in order to identify needs and difficulties that prevent the satisfactory implementation of BPM in the public sector. Finally, a partnership was established with a city hall for the application of this work, which made possible the successful implementation of BPM and the validation of the developed system, called ConSys, whose results confirmed the benefits of its use, especially allied to information systems, with the purpose of contributing to public administration.
