dc.description.abstractDespite significant advances in Brazilian municipal environmental management, with important legal milestones such as the National Environmental Education Policy, the literature indicates that Environmental Education (EE), in general, it is not properly applied in Brazilian municipalities. The implementation and effectiveness of its actions at the local level still face structural, financial, and political challenges, including the centralizing role of the State, which frequently prevents these actions from becoming permanent and fully integrated into public policies and the daily lives of communities. In this sense, using a qualitative methodology with an exploratory and descriptive theoretical approach, through an investigative bibliographic review, this research aims to identify and map the execution and application of EE actions, projects, and programs established in non-formal spaces (NFS) by the Rio de Janeiro Municipal Government (PMRJ) from 1986 to 2025. Secondarily, it seeks to identify the main characteristics of these activities, gathering contributions for the establishment of future EE actions. Twenty-four environmental education (EE) programs and/or projects in the National Forestry Region (ENF) developed by the Rio de Janeiro Municipal Government (PMRJ) were found, 20 of which are managed by its Secretariat of Environment and Climate (SMAC) and its Environmental Education Centers (CEA).The research revealed the importance of integrating local knowledge, public policies, and community participation, with the development and application of multiple and innovative projects and programs, some of which have been implemented for more than 25 years: the Refloresta Rio Program (started in 1986), actions of the CEA Nucleus (in 1995), the PEAR Program (in 1995), and the MonitorAr-Rio Program (in 2000). It also highlighted the broad engagement of the Secretariat of Environment and Climate and the Environmental Education Centers in EE actions developed by the PMRJ, envisioning partnerships with Non-Governmental Organizations and the active participation of civil society and, specifically, residents' associations.
dc.description.resumoApesar dos avanços significativos na gestão ambiental municipal brasileira, com importantes marcos legais, como a Política Nacional de Educação Ambiental, a literatura aponta que a Educação Ambiental (EA), em geral, não é devidamente aplicada nos municípios brasileiros, cuja implementação e efetividade de suas ações em nível local ainda enfrentam desafios estruturais, financeiros e políticos, inclusive sob o papel centralizador do Estado, os quais frequentemente impedem que estas ações se tornem permanentes e plenamente integradas às políticas públicas e à vida cotidiana das comunidades. Neste sentido, por uso de metodologia qualitativa de abordagem teórica exploratória e descritiva, por revisão bibliográfica investigativa, esta pesquisa visa identificar e mapear a execução e aplicação de ações, projetos e programas em EA, estabelecidos em espaços não-formais (ENF), pela prefeitura do município do Rio de Janeiro (PMRJ), no período de 1986 a 2025. Secundariamente, busca-se identificar as principais características destas atividades, com levantamento de contribuições para o estabelecimento de futuras ações em EA. Identificaram-se 24 programas e/ou projetos de EA em ENF desenvolvidos pela PMRJ, 20 destes sob gerência da sua Secretaria de Meio Ambiente e Clima (SMAC) e dos seus Centros de Educação Ambiental (CEA). A pesquisa revelou a importância da integração entre os saberes locais, as políticas públicas e a participação comunitária, com o desenvolvimento e aplicação de múltiplos e inovadores projetos e programas, alguns destes aplicados a mais de 25 anos: Programa Refloresta Rio (com início em 1986), ações do Núcleo CEA (em 1995), Programa PEAR (em 1995), Programa MonitorAr Rio (em 2000). Evidenciou, ainda, amplo engajamento da Secretaria de Meio Ambiente e Clima e dos Centros de Educação Ambiental nas ações em EA desenvolvidas pela PMRJ, vislumbrando parcerias com Organizações Não Governamentais e a participação ativa da sociedade civil e, especificamente, das associações de moradores.
